The 10 Tools, Grouped by Use Case

The order follows use case, not rank. Official apps from the model makers come first, then sites that bundle several models, then free entry points, then tools built around control, licensing and art.

1. Kling: the official home of Kling 3.0

Kuaishou's own app is where its models land first. Kling 3.0, released in February 2026, makes clips of 3 to 15 seconds, offers a native audio mode, cuts between up to 6 shots in one generation and can output native 4K. Kuaishou has announced Kling 4.0 for October 2026, with single clips up to 30 seconds.

  • Strengths: features that only exist in the app, such as Motion Control, lip sync, video extension and the Element library.
  • Weak spots: the free Basic plan comes with no monthly credits, its output isn't for commercial use, and 1080p and watermark removal are premium-only.
  • Price, October 2026: Standard costs $6.99 for the first month, then $8.80 a month, for 660 credits. A 5-second 720p clip on 3.0 without audio uses 30 credits.

2. Hailuo AI: MiniMax H3 from its maker

MiniMax released H3 on July 31, 2026 and opened its weights on August 3. On hailuoai.video it generates 5 to 15 seconds with native stereo sound at up to 2K, and the app also carries an H3 Max option, the older Hailuo 2.3 models and one-click templates.

  • Strengths: H3 at full 2K with sound, plus app-only video editing and templates.
  • Weak spots: the plan prices are rendered in the browser and weren't readable when we checked, so confirm them on the site. New users get free credits, but the amount isn't published.
  • Price, October 2026: not confirmed.

3. Dreamina: Seedance 2.5 from ByteDance

Dreamina, part of the CapCut family, was the first platform outside China to get Seedance 2.5, released July 31, 2026. Clips run up to 30 seconds in standard mode, and a beta long-video mode extends them to 180 seconds. Dreamina's page also advertises 4K output, which isn't part of the model's API spec.

  • Strengths: long single takes with sound generated alongside the picture, plus paid extras such as lip sync and 60 FPS.
  • Weak spots: the free option is described only as having available credits, without a number, and the pricing page doesn't list how many credits Seedance 2.5 uses per second.
  • Price, October 2026: Basic is $15 a month for 1,575 credits, which Dreamina says covers 19 ten-second videos.

4. Google Flow: Veo 3.1 with daily credits

Google Flow is Google's own studio for Veo 3.1. Everyone gets 50 Flow credits a day, subscribed or not, and a Veo 3.1 Lite generation costs 10 of them, Fast 20 and Quality 100 on plans below Ultra. Clips last 4, 6 or 8 seconds, audio is always on, and Lite clips can be extended.

  • Strengths: a real daily allowance on a top model, plus Google's newer Gemini Omni Flash in the same app.
  • Weak spots: non-subscribers may be unable to make videos at peak times, roughly 2 PM to 5 PM UTC, and Flow is for users aged 18 and over. Output carries an invisible SynthID watermark.
  • Price, October 2026: Google AI Pro is $19.99 a month and adds 1,000 Flow credits monthly.

5. ImageVideoAI (our site): several models on one photo

This is us, so weigh this entry accordingly. One upload box runs Kling, Veo 3.1, Seedance, Hailuo with MiniMax H3, and Wan 3.0, each priced per clip in credits and shown before you generate. Failed renders return their credits. Kiss, hug and dance presets turn one photo into an effect clip without a prompt.

  • Strengths: comparing models on the same picture from one balance, no membership in five separate apps, and a free clip every day without an account.
  • Weak spots: no in-house model, no lip sync or talking photos, no Sora, no editing tools beyond a first and last frame. Seedance 2.5 and Wan 3.0 cost more here than on some platforms, Pika among them.
  • Price, October 2026: Starter is $9.99 a month for 500 credits; a 5-second Kling 3.0 clip at 720p uses 42 of them, about $0.84. Guests get one 480p clip a day; a new account adds 30 credits for 30 days, which covers five 480p Seedance 1.0 Pro Fast drafts but not one Kling 3.0 clip. Every plan and pack sits on our plans and credits page.

6. Magic Hour: free clips with no account

Magic Hour gives anyone 3 free generations a day, 3 seconds each with audio, without signing up. Free exports are 480p, watermarked and limited to personal, non-commercial use, and free users get the LTX-2.5 model only. Paid plans add Kling 3.0, Seedance 2.5, Veo 3.1, MiniMax H3 and Wan 3.0, among others.

  • Strengths: the fastest way to see a photo move with zero commitment, plus a wide paid model list.
  • Weak spots: free clips are very short and use a single model, so they say little about the paid models.
  • Price, October 2026: Creator is $19 a month for 12,000 credits; Magic Hour says a 5-second 720p Kling 2.6 clip uses 180 credits, roughly $0.29.

7. Pika: keyframes and a watermark-free free plan

Pika's own model, Pika 2.5, targets crisp 1080p motion, and its Frames mode turns 2 to 5 images into one clip with transitions between them. The site also sells Seedance 2.5, MiniMax H3 and Wan 3.0.

  • Strengths: the free plan has no watermark, and Wan 3.0 is cheap here: 33 credits for 5 seconds at 720p, about $0.37 on Starter.
  • Weak spots: the free plan includes 0 monthly credits, so you buy packs to use it; Pika 2.5 renders silent; Starter has no commercial license.
  • Price, October 2026: Starter is $10 a month for 900 credits; Creator, at $35, adds the commercial license.

8. Luma: keyframe control and HDR

Luma's Ray3.2 is one model for animating stills, generating from text, modifying footage and reframing it, and it accepts up to 16 keyframes for an animated sequence. Exports go up to 1080p, with 16-bit HDR and EXR for post-production work.

  • Strengths: precise control across many frames and a pipeline aimed at editors and VFX teams.
  • Weak spots: no native audio, clips of 5 or 10 seconds, and no free plan listed on the pricing page, so a free tier isn't confirmed.
  • Price, October 2026: Plus is $30 a month, or $25 a month on a yearly plan, with 10,000 credits. A Ray3.2 clip of 5 seconds at 720p uses 100, about $0.30, and a draft uses 20.

9. Adobe Firefly: commercially safe output

Firefly pairs Adobe's own Firefly Video Model with partner models including Veo 3.1, Luma Ray3, Kling 3.0 and Runway Gen-4.5. You upload a first frame and, optionally, an end frame. Adobe says its model is designed to be safe for commercial use, and it adds no watermark, attaching Content Credentials instead.

  • Strengths: a licensing story brand teams can defend, free daily generations with an Adobe account, and links into Premiere Pro and Photoshop.
  • Weak spots: US dollar plan prices weren't confirmed from Adobe's own pages, and most models stop at 8 seconds.
  • Price, October 2026: the Firefly Standard plan includes 2,000 credits a month, which Adobe says covers about 20 five-second clips with its own model.

10. Midjourney: motion for Midjourney images

Midjourney's video model only works from an image, using it as the first frame. Clips start at 5 seconds and extend 4 seconds at a time, up to 21. Basic subscribers render at 480p; 720p needs the Standard plan.

  • Strengths: a natural next step for artists who already make their stills in Midjourney, with loop and end-frame options.
  • Weak spots: nothing free on the website or in Discord, low resolution on the entry plan, and its docs don't mention audio.
  • Price, October 2026: Basic is $10 a month for 200 minutes of fast GPU time, and a single 480p clip uses about 2 of them.

Best Free Image to Video AI Options

Every free plan here comes with strings attached, whether that's short clips, low resolution, a watermark, peak-hour limits or credits you still have to buy. They fall into three patterns:

PatternWhoCatch
A few clips a day, no accountMagic Hour, ImageVideoAI (our site)480p and a watermark; Magic Hour's clips are 3 seconds
Daily credits with an accountGoogle Flow, Adobe FireflyFlow may block free users at peak hours
One-time or pack creditsPika, Kling, Hailuo AI, DreaminaPika has no watermark but no free credits; the others don't publish amounts or give none monthly

For old family pictures, the best photo animation app is usually the one that keeps motion subtle: a blink, a breath, a slight turn. Our guide on how to animate a photo covers that gentler style.

How We Built This List

We read each tool's pricing page, help center and model documentation between October 7 and 8, 2026, and wrote down only what those sources state. Where a page loaded its prices in the browser and we couldn't read them, the table says not confirmed instead of quoting a third-party figure.

  • Price per clip is the cheapest monthly plan divided by its credits, times the credits a 5-second clip uses.
  • We didn't score visual quality. Results depend heavily on the photo and the prompt, and a ranked score would hide that.
  • We run one of these tools. ImageVideoAI is listed with its weak spots, and you can check every number above against the sources.

For the wider market, including text to video and editing tools, see our list of the best AI video generators.

Which Tool Fits Your Photo

  • Portraits and selfies. Any of the model apps works. When you want to compare Kling, Veo and Hailuo on the same face before committing to a subscription, our image to video AI uploader runs all of them.
  • Product shots for ads. You need a commercial license: Adobe Firefly, Pika's Creator plan and up, or any paid plan on our site. Free tiers generally don't cover commercial use.
  • Anime and illustrations. Midjourney suits art made in Midjourney. On our site, anime-style drawings keep their flat, cel-shaded look on MiniMax H3 and Seedance 1.0 Pro Fast.
  • Long scenes from one still. Dreamina's Seedance 2.5 reaches 30 seconds in one take, and on our site both Seedance 2.5 and Wan 3.0 do too.

FAQ

Best AI image to video tools 2026: where should I start?

Start with the model you already like, then compare. If you know you want Kling or Veo, their official apps give you every feature. If you're unsure, a multi-model site lets one photo run on several models from one balance. The best AI image to video tools differ more by price model and free plan than by the basic upload-and-prompt flow.

Best free image to video AI tools 2026: which cost nothing?

Several let you start without paying, all with limits. Magic Hour gives 3 short clips a day without an account, Google Flow gives 50 credits a day, Adobe Firefly has daily free generations, and our site gives one 480p clip a day without sign-up. Pika's free plan has no watermark, but you have to buy credit packs to generate anything.

Which is the best AI image to video generator for sound?

Pick a model that generates audio with the picture. Veo 3.1 in Google Flow always includes it, MiniMax H3 on Hailuo AI adds stereo sound, and Kling 3.0 has a native audio mode. Luma's Ray3.2 and Pika 2.5 return silent clips. On our site, sound comes from Wan 3.0, Seedance 2.x, MiniMax H3, Veo 3.1, and Kling 3.0 when its sound switch is on.

Is the best image to video AI generator the same for every photo?

No. A portrait, a product packshot and an anime drawing each favor different strengths: face consistency, a commercial license or style preservation. Prices also swing widely, from about $0.30 for a 5-second clip on some plans to over a dollar on others. Testing the same photo on two or three models is the most reliable way to choose.

Can I use these videos commercially?

On paid plans, mostly yes, but check each tool. Kling's free output isn't for commercial use, Magic Hour's free clips are personal only, and Pika's Starter plan has no commercial license. Adobe Firefly positions its own model as commercially safe. On our site, clips made while you have a paid plan or credit pack keep their commercial license after the plan ends.

Can any of these make a photo talk?

Some offer lip sync as a separate feature: Kling's app and Dreamina's paid plans both list it. Our site doesn't, and none of the models here will make the person in your photo speak a script. If you only need sound effects or ambience, a model with native audio is enough.
